Pre Start Health and Safety Review (PSR)
Industrial Guarding Inc. has been providing Pre-Start Health & Safety Reviews (PHSR) for over 10 years, on a wide variety of machines and processes across Ontario.
When existing machinery needs modification, a prestart health and safety review is considered mandatory for functionality, safety, and reliability when it comes to interlocking safety systems that deal with hazardous chemicals/processes, or the installation of new machinery. New machinery supplied with a letter of declaration of conformity does not require a prestart.
All pre-starts are mandatory before a machine is set up and functional – even for commissioning. Therefore, it is important to start the process early. For instance, imagine buying new equipment, only to find out after it was installed that you require thousands of dollars of guarding – or that the existing guarding devices do not meet our strict Canadian standards. If you are having equipment designed for you, what better time to assess and mitigate hazards? This can be a critically costly mishap if not considered and taken seriously before system installation.
Our Team Approach
At Industrial Guarding, we use a team approach to our Pre-Start process to ensure we capture as many possible risks as possible. We know no two angles are the same, which is why our comprehensive risk assessment is customized and custom tailored to each and every client. We have a Mechanical Engineer, a Certified Registered Safety Professional, a Certified Machinery Safety Expert, and an Electrical Safety Specialist on duty. Every component of a manufacturing operation needs to be taken into account and properly vetted for future success.
In Ontario, it is required by the Occupational Health and Safety Act that industrial machinery or equipment has a Pre-Start Health and Safety review (PSR) carried out by a licensed Professional Engineer. This can include machine guarding, racking, and lifting equipment.
A Pre-Start Health and Safety Review is an assessment by a Professional Engineer of any industrial apparatus, protective element, process, or structure, to ensure compliance with applicable standards as laid out in Section 7 of Regulation 851, R.R.O. 1990 of the Occupational Health and Safety Act.
